That's a "destructive device" under the NFA. I'm not aware of any additional laws in WA that are applicable. $200 tax stamp (which was a lot in 1934) for each cannon and again for each "shell." Not sure how that will count for grapeshot.

Not if it’s black powder. And it was manufactured before 1898 (or a replica thereof). And assuming you’re not firing explosive shells Regardless, destructive devices are not defined under state law and WA doesn’t otherwise prohibit them. Explosives are regulated under RCW 70.74
