I think overall the police win this unless the riots burn out And maybe potential future riots act as a credible threat against not reforming MAYBE. People have the attention span of gnats and they could forget if China gets hot But failing that--

The difficulty with suppressing leaders of opposing coalitions is that eventually those coalitions become completely decentralized. And then there's nobody left to coordinate an armistice with. The fight is done when the fighters are, and not before.

Who's in charge of the riots? Nobody. Ergo, you can't even surrender to them, because there's nobody to surrender to. (You also have no hope of them surrendering to you.)
