are they armed? are they literate? do different groups and areas have enforceable rights promised to them? is there linguistic/cultural homogeneity? is there a reliable arbitration system in place that people can trust in lieu of arms or vendetta? just a few

i think the biggest considerations are: can the govt be relied upon as a better method of arbitrating than individuals, and that involves access, consensus, dispersal/ubiquity, trust it also involves questions of how much agency people have, or assume they have

pre existing state capacity but this might be tautological. The British were able to rule colonial India so effectively bc of the prior governance architecture that was left over. Alexander taking over old satrapies etc
