How many first world states had bloody civil wars and rebellions on the way up? How can we measure the value of revolution now vs. later? How many countries slid into stagnant decay and then were eaten by external political trends and forces?

I agree if it's states vs goverments but cannot be so bearish on revolution as a whole I think the entire modern world is shockingly risk averse and doesn't seem to get that "Now, or later, but worse" is one of the default dilemmas of history.
