Sanity test using above on a specific folder prove to yourself that it is (or isn't) reducing disk usage when you delete. If it is, then as others suggested maybe you weren't actually on root before; free on root. If it isn't, then it's going to trash or equivalent; need flush.

What are your mount points? Maybe you just emptied a different partition.

Is there some process writing new files to fill the space? Are you actually deleting the files or is the utility you're using moving them to some kind of trash directory? What happens if you delete the files in single user mode?
