Same thing happens to classical musicians on YouTube all the time. Video is claimed by the first publisher that runs across it who has a recording of the work in their catalog, even if the score is long out of copyright everywhere and all performers are different.

The fb example here is closer to the twitch vod issue where audio gets blanked out wherever the streamer played background songs

It's definitely the latter. The systems are shoved into place to reduce liability, and it's fundamentally impossible to make them work at scale without a high amount of collateral damage.
