This reminds me of the intense throw downs over WWII assistance before we entered. It took an immense shock to make us fucking do anything and even then the factories still had to ramp up. Ford wasn't producing planes the next day.

otoh we did have a ton of military productions capacity bc lend lease, and the GM guy had seen which way the wind was blowing and was stockpiling machining tools feels like we're starting from scratch now

We can do this. The defense production act enable the gov. to order companies to accept contracts before the contract is even written. Companies largely want to do this because the govt pays through the nose for it.
