very different beast than the one Naomi is rightly trashing, which is one solid piece of plastic too inflexible to seal to face can't see why this design - which clearly involves more manual assembly, including sewing a soft gasket where the mask joins the face - wouldn't work

The critical part of this design seems to rest entirely on whether it can make a seal on your face and what the quality of the filters are on the front. Anything sub 11μ should do quite well. At least from what I've been reading.

If it's not full face covering it's useless, because the viral strain can get into your eyes. This is a dust-mask at best.

Tangential, but apparently electrospinning can outperform normal mask/cartridge filter media: http://www.ftene.com/product/b2c1.php … Requires an HV PSU, probably a hot box of some kind, and presumably a syringe and tubing usable at operating temps.
