Around 2008-10, memories of the 90s were still fresh enough that people made the analogy to biotech hackin' in the garage ("and we'll have makerspaces but instead of solenoids and soldering irons, PCR! pipettes! reagents!"). The hype cycle died, so it can actually happen now.

Attempting to stamp it out with surveillance is like relying on excessive and paranoid cleanliness to keep from becoming sick, rather than a healthy immune system. It might work for a tome, but you only have to fail once and it's game over.

The immune system, in this analogy, would be a thriving biotech industry that can rapidly develop and mass produce antibodies for serum therapy. Much as immune systems do, actually.
