the problem isn't as clear, more dire people were freaked out about terrorists but I think knew in their hearts of hearts they were safe and things would be ok also people were more angry than scared and that generally feels a little better

also 9/11 came at the end of the long decade correctly identified by _The Matrix_ as the peak of human flourishing there hadnt been four years of anxiety leading up to it mostly people were bored at worst this time things were already shaky
