they could have permitted enrollment at any time without this risk (well . . . sort of) if they had allowed exclusion of preexisting conditions, but of course this would have its own problems designing an insurance system is frequently a very hard problem, economically speaking

we should simply inform our lawmakers that everyone needs substantial medical care at some point, and that perhaps we could find another way to share this burden

a single-payer set up comes with its own massive challenges even apart from cost :/ ultimately in such situations the outcome is rationing by means other than price, typically queues and uncovered procedures medical staff would also not take the necessary pay cuts sitting down
