Where do you think the large drop in price comes from? Is it just removing friction of negotiation?

If we removed EOL care then half of the numbers people throw around on average pricing would get massively shifted. Based on what I've seen (and I side with RCAFDM against Noah Smith, here), it's pretty much only rationing that can heavily truncate costs.
