The United States :) Realistically there's huge amounts of heterogeneity and the grad school comment was mild hyperbole, I think there were three white American guys in my cohort of twenty students But it kind of applies generally

I don't have much experience there but my hunch is the advantage is dramatically reduced because you're not on payroll and they don't have to defend diversity stats for contractors
