I mean, linked tweet has identifying surveillance video so clearly some of the time you can find them and serve them. no-showing a summons is sufficient to get an arrest warrant, right? no money is debatable, and wage garnishing is a thing too, right?

the difference is to the defendant, who is given an option of resolving the complaint without the threat of jail-time, or of escalating the situation and choosing to become a fugitive.

If you think this will result in either less crime or better ultimate outcomes for victims of property crime you have an opinion of the average smash-and-grab man approximately twelve orders of magnitude too optimistic in my opinion.

to be clear: the more important part of my policy proposal was subsidized theft insurance. I don't expect a civil suit to be viable in anything but a tiny fraction of these cases. however, there's lots of property crimes that aren't smash&grab that might be more amenable.
