real actual public policy proposal: the vast majority of property crimes should be considered civil torts rather than misdemeanors or felonies, and theft insurance should be much much more commonly purchased than it is. perhaps it needs a subsidy.

Oh judgment proof means even if you're successfully sued there's no way you can actually pay out Sometimes its deliberate, eg there are ways of structuring eg taxi firms like this and they were in NYC for a while But you can also get there by just being totally broke
