You label them as who they are descended from, that is their nation. You describe them using that label, and tack on modifiers from the generally understood characteristics. "Culturally Christian" implies their nation IS Christian, and they are not following it.

So until the core of the nation swaps over to being something else besides Christian, you are stuck still labeling them as the difference. Once it swaps, you won't need the modifier.
