I grew up next to an airport designed to be as awful and foggy a landing as possible so ww2 pilots could practice. Never been on a flight there canceled for fog so I'm guessing not often

My non expert two sense. It effects any airport where fog is. Sometimes they'll go to another airport or circle around to see if things clear up if already in the air. Airlines can also delay a flight and things like that if they know ahead of time which happens a lot.

i don't know what one would do if they took off in a plane under good visibility that rapidly deteriorated and they didn't have ILS capability, i think they would probably have to divert rather than descend into IFR conditions blindly

accurate meterological measurements and forecasts are critical to aviation to avoid getting in situations like this in the first place, which is the safest option, so there are things like METAR/TAFs, PIREPs, TDWR

idk about landing but on delhi flights are constantly delayed because of fog in the winter. i know someone that was stuck waiting on the runway for 8 hours because of it, just waiting for the fog to clear
