Looks like he just leaned into him and the cop likely audibly asked to move but still aren’t you not supposed to bike on the sidewalk

You can see him swing his left hand after the cop that eventually pushes past him. That probably got read as an attempt to strike back by the officers in the rear. No idea if it was or not, can't see through the officer.

In the full video you can hear their boss (Sarge) call an order to stop the protesters from advancing further. I don't think it's Seattle policy for bicycle police to drive through pedestrians roughly like that (?), but they'd shouted "stop" a couple times without effect.
