Basically much of the administrative/regulatory state is based on the idea that the Congress can delegate the authority non specifically. This would require Congress to statutorily "speak" very specifically when creating executive branch agencies.

An important corollary is that once authority is delegated Congress has little to no say over how the executive executes that authority.
