Social housing = subsidized government owned housing with submarket prices?
I would def expect that to be low quality, before long if not immediately
But what's the constraint on supply? Usually people build more when prices rise unless there's something blocking them

The more curious thing is why people wouldn't rent out their units if they were never there themselves. This seems like a strange thing, why would this be common enough to effect prices?

no they do sorry, I didn't make that clear. It's all out-of-uk ppl buying newbuilds to rent out and agencies manage

I think you should read about social housing in the UK and what caused the decline (hint: it wasn't the quality of it, mostly) There's not a lot of space here anyway, and definitely land costs aren't accessable, neither is getting permission to build dwellings.
