Yeah, I get that running a child day prison is tough, but this doesn't make me feel any better about it. I disagree with your conclusion of "no good options". There are a ton of good ones but none of them are being seriously tried for reasons that I can't understand.

No good options within the current system - change needs to be larger than, say, altering school policy or even district policy

dealing with really disabled/special-needs kids will always be challenging but the current system is particularly bad fundamental problem being that kids want/need a lot of personal adult attention, and that's expensive

classically you would just have parents/siblings/extended family provide this; but with atomization and the creeping commoditization of everything, society isn't set up to enable this anymore
