Penny is ~10lbs and lived in my apartment first. Zoey is ~7.5lbs and moved in Saturday. Common behavioral pattern: Zoey let out of her room, wanders happily and fearlessly. Penelope on encountering her hisses or growls, retreats under a couch.

Zoey occasionally approaches in this circumstances and kind of mews sadly at yowling Penny; seems not to get that yowls/hissing are hostile But maybe I'm misinterpreting this? What's going on?

Penelope could be scared too. Take my advice with a grain of salt as I've only been reading up on this a bit this week. But, I saw that people would not put the cats together for sometimes a couple weeks but would have feeding times together with a gate on the door.

Creates a positive association with each. I'm sure someone will give clarifying or better advice but maybe something like that would help a bit.

No it's legit I have a ton of pheromone diffusers up and other things too Penny being scared seems plausible :( trying to do gentle exposure therapy ig

The other thing I've read is catifying a room or 2 esp w/multiple cats. My understanding is doing things like having multiple high areas to climb to gives each their own safe spot. That's the extent of my recent reading. Using feeding times as positive exposure & catification :/

Maybe @browserdotsys will have some advice that'll be better than mine here.

Nice, yeah sounds like that's covered. I know cats can take some time. Maybe it's a matter of them getting know each other's boundaries and settling the pecking order. I bet Bowser will have something more for you though. :)
