we think the citizenry is uniformly anti-cartel and pro-government, especially that portions of the citizenry that are armed?

the guns are coming from the US and one side has particular expertise in cross-border trade resulting in high-value contraband going to citizens (it is not the government side)

I think private gun ownership is tightly controlled in Mexico so guns in private hands aren't reported. There have been vigilante groups that took on both drug cartels and government though. If your own town supports you can build whatever militia is necessary.
