they (=EU estab.) badly wish to not cede any legitimacy to homegrown populist/nationalist movements which means 1. they can't enact migration restrictions (those movements' signature policy) but 2. they can't actually let migrants in (which drives support for those movements)

I have a feeling that when they wake, if they wake up, it is going to be very ugly. A decade ago, Berliners were openly contemptous of Turkish immigrants in a way I found startling. It was like the worst good old boys talking about Lewiston Somalis, cranked to 12.
