no; just pointing out that from early-2000s-2010s, states were awash w/ free tobacco-industry money from MSA, and now its dried up. The new shakedown is driven by dual motives; 1) protect tobacco as source of revenue, 2) start legal action to get rich cut of vape in future.

The fact some got lump sum is really just illustrating how stupid and greedy states are; those no longer collecting revenue will be first motivated to threaten major legal action; those collecting rev would be more interested in regulatory approach - don't kill golden goose

The lawyers, you mean? i'm not in that biz but i'd guess the MSA and its associated side deals was the biggest collective legal payday of the 20th century. 9/11 victim comp settlements were big, but MSA was titanic
