afaik simpler solutions aimed to tweak incentives at a more basic level do tend to fare better on complex systems than overdesigned solutions that take many factors into account (these tend to have endless ripple effects and create more problems)

Hmm, what do you see as the question here? I think at least when we're trying to answer "what is good to happen" it seems hard for anything but consequentialism to be right.
