you can basically think of this as a minimum wage that employees don't receive and applying to all employees pretty generally when you tax something people buy less of it. In this case, you want to tax employers hiring additional workers

Oh I see So you want to put huge taxes on small firms and eliminate them from Walmart?

expected outcomes: labor-heavy firms (restaurants, retail) get absolutely creamed and shut down, firms with high value per employee (tech) are relatively ok but switch to contracting models instead of employment and ditch lower-productivity workers altogether
