Any time I've seen a project that would've been crappy, I said "nope, not touching that". Every paper I was assigned for the tech law journal (especially the one hand-wringing about 3D printed guns and calling for a gunpowder registry), I opposed. Alas, deaf ears.

I mean, some ideas are just so blisteringly bad, you don't need to see their arguments. A registry for a consumable is one of them, even before you get to legal questions.
