Obviously their lineage would be traced to determine whether they're both because an ancestor was victimized, or because of a coincidence down the line (e.g. a slave owner descendant marrying a slave descendant in 1950). Victims still get paid, coincidences are exempt.

The question you posed is how we resolve people who are both, granting that we're already, for whatever reason, implementing this policy. Technically any given ancestry is a coincidence of any given person's birth, but that's not relevant here.
