I don't think any faction should expect to get what they want out of a major change to the constitution. I think it should be changed because it's broken.

The UK is precisely the exception I mentioned originally: a lack of veto points has produced a substantially larger and, IMO, worse government. Inasmuch as we can attribute the difference in policy btw US and UK to gov't structure, I prefer the US.
