Fantasy is largely reactionary (esp. on the surface), though that has shifted a bit. Ursula LeGuin is probably the exception that proves the rule.

totally and it sort of worked for her stuff, she did some fun play with ideas but thinking about it only a single one of her characters struck me as memorable and the rest just kind of fade out to nothing idk
