No one wants to be a victim. No one values victimhood as if it were a virtue. There are only victims, people who care about their suffering, and a desire for a future with fewer victims in it. What is "victimhood culture?"

In my experience, victimhood culture is when oppressed groups openly discuss how systemic oppression impacts them. The term is used to dismiss these concerns as a symptom of a victim complex and therefore irrational so not worthy for consideration.
