Why not the alternative that they are better at convicting the innocent? Humans have great difficulty distinguishing calibrations higher than around 90%. This suggests around 10% of convicts are innocent in all countries, at least to an order of magnitude.

Japan is famous for that too though (as article mentions). Their justice system receives so little funding that they don't prosecute unless they're certain they will win.
