depends how you frame this auction winners get surplus of value of immigration beyond Vickrey price, government gets N*price at presumably negligible cost plus whatever net lifetime tax revenue is for admitted folks

One problem is age. Young people won't come because they don't have enough money. OTOH, if you're old, live in a shithole country and managed to accumulate enough savings, you blow then on the US citizenship and then welfare+Medicare is a great deal.
