I’m already aware from friends in upper levels of Fortune 100 environments that their travel rules, flight and hotel bookings, on the job meeting cultures are being quietly changed by HR departments without actually changing the written policies.

It's worth considering that it's not "misinterpretations" that need to be guarded against, but sociopaths. An indiscriminate campaign against vague harassment is very likely to be abused by sociopaths to a much greater degree than its used by genuine victims.

Depends on the base rate of genuine victims vs sociopaths. I have reason to assume that there are so many more of the former that even if all of the latter seized the opportunity, the false positive rate would still be vanishingly small.
