In less developed societies each kid is a profit, they help you maintain your property, help on the farm, work in the family shop, etc. In developed society they're typically a cost, particularly if you care how they're educated and raised. Now mix in no-fault divorce...

More "developed" the society the less the government managers will let you do it. People are already getting their kids taken away because parents insist on home schooling them, or are doing it "incorrectly" according to the bureaucrats.

Probably the core of this is more primitive societies are mostly influenced by pragmatic men that are concerned about survival, while "caring" women gain power in safe and senescent societies, and are more concerned with pleasantries and comfort.
