These basic criteria are currently mainly met with: - high school classmates - coworkers - people at *frequent* parties by mutual friends - online dating things (because otherwise being nearby is unlikely) and relationships rarely start outside those contexts now.

Sure, you can talk to people in cities, but because the population is so large, you're unlikely to talk to the same person multiple times unless they're a cashier/etc.

You're missing that these sorts of interactions and continuously devalued and disincentivized in places with birthrate problems. Risk of accusations of sexual harassment, risk of property/offspring loss due to divorce, technologies that incentivize infidelity, etc.
