Overt brutality is relatively common outside the European politics even today.

Europeans killed and tortured a lot of people, but they were not that theatrical in the Age of Empires already.

It's relatively visible in colonial wars in Africa. When you have regular European troops, they just shoot and starve a lot of people with occasional rape and torture, when you have native militia it ends with chopping hands and atrocities in the Congo Free State.

People were angry at Leopold because it's not European, but it's relatively usual pre-modern and modern African warfare. If you google congo atrocities, it will show you very recent ones, with dismembering, cannibalism, etc.

I think you're wrong about the message. It wouldn't have been a public one, but these organized crime things never are. The message would've reached the islamists it was intended for through back channels.
