Exclusively teaching people as a method to stop them doing bad things I think assumes far too much strength over young minds on the behalf of parents and the education system.

We may note that centuries of listening to preaching such basic, unambiguous lines like "Thou shalt not kill" and "Thou shalt not commit adultery" did not stop members of congregations committing murder or adultery.

We may also note that the default setting of most murderers and adulterers is to deny what they have done if confronted about it. Which suggests they have been taught that murder and adultery are bad and possibly why it is bad. This knowledge didn't stop them doing it.
