I think that, it should be allowed but discouraged. It probably means that they're being paid by external sources which may mean conflict of interest.

It implies they're either Upper Class or are getting funded by the Upper Class. Both are good things, so I support it personally at least.

it's bad though. it makes explicit the fact that we expect petty graft and nepotism/favoritism to occur. if we paid them _more_ they would have less incentive to do that.
