I think there's a pretty coherent, qualified notion of "democracy" (close to "liberal democracy") which mandates counter-majoritarian institutions that through long experience have shown themselves necessary.

Sure, but questions regarding e.g. optimal "directness" of a democracy are far from settled (which offices and statutes should be subject to it and when? decided by what margin? what about constitutional changes?), so Merkel is substituting one specific system for "democracy"
