It's really f***ing not. In their fine print banks say they will share account information, including balances, to partners. In fact, try to find a bank that DOESN'T share information with third parties. (Seriously, if anyone knows of one that respects privacy, tell me!)

ad exchanges are basically big message busses that ad impressions from ad networks get published to along with info about the users that saw the ad, and there are data providers that annotate the impressions with extra user data. iirc some of them are based on credit card data

the way that buying ads on an ad exchange works is you subscribe to all the ad impressions with all the metadata and sometimes publish a bid to show a particular ad in a particular impression (slot x user x instant in time)
