"Drain the Swamp" isn't a humanist sentiment at all. Like any political stance, some parties win and some parties lose. In general, people holding stances like "thing state X is doing is obv Bad" will be upset by swamp drainage, because it necessarily entails reduced oversight.

"Drain the Swamp" just means getting rid of corruption. Corruption in government = bad for humans. Getting rid of things that are bad for humans = humanist. Both dems and repubs have used it since Trump premiered the phrase.
