It seems like a caricature of Far Right beliefs (which don't even really reflect most right-wing individuals), contrasted with an overly general and much more charitable expression of Left-wing beliefs.

tbh the fact that we bundle religious fundamentalists and libertarian-conservatives (and oldschool fascists?) together as "the right" is why it's so challenging to have a reasonable discussion.

And I say that as someone who is extremely cynical about charity effectiveness basically across the board. Most lefty charities are also ineffective. And whatever motivates people to actually think about charitable impact doesn't appear to be exclusively partisan in the least.
