I'd suggest The City & The City, but brexit makes the plot device seem sane now.

The City & the City is fantastic. I also really liked The Last Days of New Paris, speaking of uncomfortably relevant. Maybe I have a soft spot for Perdido Street station because it was the first one I read.

I couldn't even get started on PSS but some of his more recent works definitely fit the "like Gaiman" constraint - and I mean that in a good way.

I thought This Census Taker was beautiful, but definitely more lyrical and less fantastic than many of his books. The weird is more a background hum than a focus aspect of the story. Also, there are some experiments with narrative voice that I found off-putting at first...

That one looked so boring I shied away (but this often happens to me with Mieville and I'm often wrong). My top pick for if-you-like-Gaiman is Kraken.
