First, to get the hypothesis/research question/contributions clear, then last so it is consistent with what the paper became.

Also be bold in your first draft claims. Soften them later if you need to! And never be afraid to throw something away!

That way, you know what you want/need to say! It doesn't always work out, as planned, of course, so then you need to fix it!

Yes, I tell my students: write the intro, state your contributions, write the body, and go back and rewrite the intro!
