You mentioned the police don’t arrested 97% of the theft crimes meaning you can’t prosecute.
But... what % of the arrests does your office prosecute? What % of those end in a meaningful penalty?

The meaningful statistic is how many burglaries are committed by each burglar. The SFPD’s clearance rate is 12%, so if any burglar commits more than 5 separate incidents, they are likely to have been arrested at least once.

So yes, rest assured that me leaning on the low clearance rate as though it is the reason for the crime is purely deflection. We’ve definitely cycled each and every major burglar in and out of custody without punishing them. Most more than once! :D
