If you're scared of onboarding someone who turns out to have fabricated their CV, it's because it's too difficult for you to fire people. Relying on referrals is another incentives hack to combat this (stake someone else's reputation/trust on the hire), but leads to nepotism.

Agree.. And maybe "lie" is a strong word... Sometimes there is a great deal of "embellishment" (usual conversation between HR & Engineering: HR: You rejected ALL 20 candidates we hand picked 4 you? E: ...inexperienced HR: resumes all said "mastery" in Java,C,C++,SQL...
