a lot of software code would check which version of windows it was running on, and then do things differently depending on that. some checks only looked at whether the name of the version started with "windows 9", which would catch both "windows 95" and "windows 98"
actually, developers would have used the version number instead of the actual product name. if someone wanted to check for win 95, they would look for version 4.0. this makes it easier and more reliable to check as the function is actually built in to windows
