It is protected by Dutch law, held on Dutch property therefore legal. Wilders therefore is allowed to hold a cartoon contest just as anyone else about whatever they want :)

"Speech which is grossly offensive, menacing or false should not be protected." Democracy was once and still is in many countries "grossly offensive", as many values we now hold dear. Or,for that matter, your article grossly offended me. And yet you should be free to publish it.

The author of your article compares a cartoon drawing contest of a historical figure to shouting “fire“ in a crowded theater. The problem is with the people who respond to a cartoon as if there were a fire. The short answer is yes.
